2008-2009 PMRN Registration
Use of the Progress Monitoring and Reporting Network (PMRN), Florida's Web-based data management system for the reporting of student gains in reading, is open to all Florida schools who follow Florida's assessment plan for reading.
Before registering to use the PMRN for the 2008-2009 School Year, it is recommended that principals read the assessment plan for elementary schools and/or secondary schools, as well as the additional requirements and special notes for using the PMRN. Registration will remain open through August 1, 2008.
Please note that registration will not be available from June 18 through July 3.
There are specific schools that are required to record student progress monitoring scores via the PMRN. These schools include:
In addition, any school that has a Reading Coach or Literacy Coach funded through ESE, FEFP Reading Allocation, Reading First, SAI, Title I, Title II, or Title VI must register to use the PMRN as a Coach's Log school and the Coach(es) must complete the bi-weekly Professional Development Log for Reading/Literacy Coaches.
1) any school that receives funding through the Reading First initiative and
2) any school that has one or more Three Plus (3+) students.
Assessment Plan for Elementary Schools
The following is not a comprehensive list of Florida's Assessment Plan for reading in elementary schools, but a summary of what is required to utilize the PMRN for grades K-5.
Elementary schools registering to use the PMRN must:
- use the 6th edition of the Dynamic Indicators of Basic Early Literacy Skills (DIBELS),
- have all staff that will be assessing the students properly trained in the administration of the DIBELS,
- follow the same testing schedule and score submission dates as Florida's Reading First schools
- follow Florida's Reading First Assessment Plan, and
- review the documents located at www.fcrr.org/assessmentReadingFirst.htm.
Assessment Plan for Secondary Schools
The following is not a comprehensive list of Florida's Assessment Plan for reading in secondary schools, but provides a summary of what is required to utilize the PMRN for grades 6-12.
Secondary schools registering to use the PMRN must:
- have all staff that will be assessing the students properly trained in the administration of the progress monitoring instrument that will be used (Florida Oral Reading Fluency (FORF) and/or Mazes progress monitoring instrument(s),
- progress monitor the "At Risk" (at a minimum those students that scored Level 1 or Level 2 on the reading portion of the FCAT),
- review the documents located at www.fcrr.org/assessmentMiddleHighSchool.htm, and
- follow the testing schedule of:
Additional Requirements
All schools registering to use the PMRN must:
- complete (by the principal) the online registration prior to August 1, 2008,
- notify the District Information Systems (DIS) office of the school's intent to utilize the PMRN and the requirement that student, staff, and course information be
submitted to the FCRR by the 15th instructional day of the school year (the file formats are located at www.fcrr.org/pmrn/district_formats.htm and the submission
procedures are at www.fcrr.org/pmrn/pdffiles/dis.pdf),
- note that all students rostered in the PMRN must have Progress Monitoring scores Submitted or be Withdrawn from the PMRN.
Special Notes
- Registering to use the PMRN does NOT order the assessment materials.

+ Kindergarten DIBELS progress monitoring tests, for all three assessment periods, are provided
through the Florida Department of Education as part of the Florida Kindergarten Readiness Screener (FLKRS).
+ The FCRR provides Reading First schools the DIBELS progress monitoring assessment materials for first through third grades.
+ non-Reading First schools must order their Grades first through third grades DIBELS progress monitoring materials from Sopris West using the form at www.fcrr.org/assessment/pdf/sopris/DIBELS200809-123.pdf .
+ All schools order their fourth and fifth grade DIBELS progress monitoring materials from Sopris West using the
form found at www.fcrr.org/assessment/pdf/sopris/DIBELS200809-45.pdf.
+ Progress Monitoring materials for secondary schools (FORF and Mazes) will be available for download from the Florida Achieves Website (http://www.florida-achieves.com) or from the Assessment section of the FCRR's Website (http://www.fcrr.org/forf_mazes/).
- All students rostered in the PMRN must have Progress Monitoring scores Submitted. Students that will not have scores recorded need to be Withdrawn from the PMRN or reports may not be generated.
- By clicking the radio button next to the word "Updated", principals may elect to have students added to the list of students Enrolled at the school, when the FTE survey is imported into the PMRN. Any student in the FTE survey that is enrolled in the grade marked Updated will be added to the list of students in the school, but not assigned to a class.
- Reading First schools are required to account for every K-3 student for which the school receives funding. As such, the radio button next to "Updated" will be automatically selected for grades K-3 at RF schools. In addition, the Reading Coaches at Reading First schools are required to complete the Professional Development Log for Reading/Literacy Coaches (Coach's Log). That option will also automatically be checked off at Reading First schools.
- Grades "Not Updated" by the FTE survey will not have students added to the list of students enrolled in the school.
- There is not a charge for using the PMRN.
- The school start date is the first day of classes for students (first instructional day). When registering, please indicate the school start date for students. This date is used to establish the school's Assessment Calendar and the date by which the district information services professionals are to upload the files for rostering.
